The paper outlines a strategy aiming at the improvement of marketing infrastructure, mainly through a change in the policy framework. It analyzes in particular the impact that the market policy, including the price policy, the rural finance policy and the degree of decentralization of government policies have on the extension of the agricultural marketing infrastructure. A flexible price policy and the promotion of viable rural banking institutions, based on indigenous savings mobilization and a decentralization of government policies, are preconditions to promoting self-help in the improvement of market infrastructure. In strengthening marketing infrastructure development aid agenicies should in future give more attention to the promotion of self-supporting rural institutions, particularly as far as marketing and rural finance are concerned.
