The project's assessment of outcome is highly satisfactory, sustainability is likely, and institutional development impacts are substantial. Likewise, both performances by the Bank, and Borrower are rated highly satisfactory, given the Bank's responsiveness, and flexibility to the project's evolution, and, the outstanding government commitment to project implementation, and sustainability. The distinction of the project, being part of a very large scale, and complex program, geared towards educational reform, provides valuable lessons that include significant impact of project interventions on access, and enrolments, on pedagogical reform towards more child centered education, and, on the strengthening of institutional capacity, through establishment of decentralized teacher-support structures. However, concerns include the need for robust, independent monitoring, and evaluation mechanisms, and, further improvements in data quality, and utilization. Moreover, lessons address in particular project planning, and implementation in the social sector. On project planning, these include the autonomy of project management structures, to be closely linked with the state's management structures; school improvements should include a design with relevant educational research; and, lending instruments, such as the Adaptable Program Loan, would allow flexibility, and a more process-based approach. On project implementation, though sound institutional development may have been established, it is nonetheless essential to invest in continued resource support following the project.
