Perceptions of urban violence : participatory appraisal techniques

The paper synthesizes the information generated by one stage of activities of the Urban Peace Program, which focuses on the dynamics of violence in Latin America and the Caribbean, its effects on poor communities, and the development of appropriate multi-sectoral strategies for violence reduction, that would in turn help to promote peace, and development. Violence has emerged as a significant economic, social welfare, health, and governance issue throughout the region, and it is an important factor not only in countries experiencing political unrest, but also in war-to-peace transitional societies, where levels of crime, and violence remain high. The paper highlights the impacts of crime and violence, which erode physical, human, natural, and social capital, undermine the investment climate, and deplete the state's capacity to govern, outlining that while violence was previously regarded as an issue of criminal pathology or human rights, it is now recognized as a macroeconomic problem.
