The project will provide electrical power generating capacity, by upgrading gas, and steam turbine generators, and stimulating the efficient use of natural gas for the operation of power plants in the Phu My power generation complex, and, includes water supply, and water treatment systems for the power station. This environmental assessment describes the physical environment of the project area, its climate, and hydrology, to further examine the quality of water, sediments, and biological environment. Three alternatives are considered: disregarding the Phu My 2-2 power plant, with no replacement, nor any other power project; replacement of the project by other power projects; or, proceeding with the project. Conclusions stipulate the plant poses few adverse impacts on the natural environment; there will be minimal air pollution; and, from the water pollution perspective, there are very low risks of leakage. All of this suggest much higher positive impacts than negative, on the local socio-economy, and on the environment. Project design will follow national environmental standards, namely on fuel gas emissions; on the selection of cooling water intake, and discharge points; on selection of sites for concrete mixing, pile driving, and diesel hammers; and, on the design of distilled oil fuel containers to prevent leakage. Other mitigating measures call for soil erosion to be monitored during construction; wastewater pollution will be treated, and analyzed before discharges as per local regulations; technical facilities will be installed to minimize impacts of cooling water intake on aquatic organisms, to protect fish species; physicochemical treatments will be applied to control oil spills; and, waste products, and industrial wastes will be treated, transported to selected sites, to be burned in-situ.
