The resettlement policy has been prepared in accordance with Bank operational policies and government legislation. Overall, vulnerable groups will be provided more options and support mechanisms than those not considered vulnerable. As part of the resettlement action plan, steps taken to address social concerns have been incorporated into the project design to reduce adverse social impacts. They include selecting alternative links lessening social and environmental impacts, which are still consistent with the project objectives and links; identifying bypass locations to avoid settlements; and reducing the impacts on properties and livelihoods of people with road realignments along corridors or road deviations--although these have increased land acquisition requirements.. The support principles for categories of impacts has been set forth as follows: The project compensates household and families and replaces their lost assets at their replacement cost. A Land Market Survey will be done to establish the real replacement cost of assets. Those deemed as vulnerable or at risk may opt for in-kind compensation as well as other support mechanisms. New housing will be made available before people are required to relocate. If clusters of people have to be relocated, they may choose new housing in a site approved by the people, and having adequate infrastructure and utilities. The local host population will also be consulted about their views and needs, and be given appropriate support to reduce any negative impact caused by the influx of people. Assistance will be given to all adult members of households of the affected population to reestablish their livelihood and income, and to compensate for temporary losses. Where possible, project affected people will be give employment in opportunities created by the project. Longer-term earning opportunities will be provided through vocational training, employment counseling, inclusion in income-generating schemes, and access to credit.
