Ethiopia - Additional Financing for the Protection of Basic Services Project : environmental and social management framework
Bertaud,Helene
The objective of the Additional Financing for the Protection of Basic Services Project for Ethiopia is to establish clear procedures and methodologies for the environmental and social assessment, review, approval and implementation of investments to be financed under the project; and specify appropriate roles and responsibilities, and outline the necessary reporting procedures, for managing and monitoring environmental and social concerns related to project investments. Negative measures include: waste management, erosion control, dust control, stockpiles and borrow pits, and site cleanup. Mitigation measures include: (a) minimize the production of waste that must be treated or eliminated; (b) identify and demarcate disposal areas clearly indicating the specific materials that can be deposited in each; (c) erect erosion control barriers around perimeter of cuts, disposal pits, and roadways; (d) spray water on dirt roads, cuts, fill material and stockpiled soil to reduce wind-induced erosion, as needed; (e) limit extraction of material to approved and demarcated borrow pits; and (f) establish and enforce daily site clean-up procedures, including maintenance of adequate disposal facilities for construction debris.
