The objective of the Urban Upgrading Project for Vietnam is to alleviate poverty in urban areas by improving the environmental living conditions of the urban poor through the use of participatory planning methods and the promotion of more inclusive and pro-poor urban planning processes. Negative impact includes: dust pollution; noise pollution; air pollution; odour generation and occupation hygiene; domestic waste; waste oil; solid waste; damage to access roads; electricity management near construction site; and surface water pollution. Mitigation measure includes: 1) reduce dust generation by minimizing earth disturbance and handling when possible; 2) operating noisy machines in daytime, any nighttime activities should be done using noise reducing means or low-noise technologies; 3) perform regular maintenance on vehicles; 4) work sites should be cleared of residual solid wastes and wastewater before works; 5) discharge and disposal of domestic wastes from construction camps into water sources must be avoided; 6) the disposal site, route for transport of these wastes, facilities must be planned specifically; and 7) all fuel-using means should be strictly managed storage of fuel at construction sites should be prohibited so as to avoid of fire.
