The objective of the Shanxi Coal Bed Methane Development and Utilization Project is to increase the production and utilization of Coal Bed Methane (CBM)/Coal Mine Methane (CMM) to replace coal as a fuel for thermal use and to reduce air pollutants associated with coal combustion. The project development objective will be achieved by: (a) enhancing the sub sector's policy framework and institutional capacity; and (b) supporting the exploration, production and liquefaction of CBM to increase market access. The negative impacts of the project on the environment are as follows: (i) impact on the water carrying layers; (ii) impact of the drilling fluids on the ground water; (iii) impact of the drilling mud; (iv) domestic wastewater; (v) impact of the drilling mud on the surface water; (vi) waste gas from diesel engines; (vii) well drilling mud; (viii) rock debris; (ix) domestic garbage; and (x) noise pollution. The mitigation measures of the project are as follows: (i) store construction materials properly, take precaution measures and cover the on construction materials during rainy seasons to prevent them from being washed away by rainfall; (ii) construct construction wastewater collection pond to collect construction wastewater; (iii) construct domestic sewerage collection pond to collect domestic wastewater produced by the construction workers, which are then shipped by the sanitation department regularly to specified locations; (iv) powder-like construction materials should be properly covered to prevent dust; spray water in windy season to prevent dust; (v) construction time should be properly arranged, piling should be prohibited at night; (vi) recycle construction waste. Those that cannot be recycled should be shipped to designated landfill locations; and (vii) domestic waste should be collected and shipped to the domestic landfill site of Duanshi Town.
