Indonesia - Kecamatan Development Project 3B

The Kecamatan Development Project 3B (KDP3) for Indonesia aims at reducing poverty and improving local-level governance in rural Indonesia. The project has the following components: Component 1) The KDP3 is made of block grants that are transferred directly from the special account to the subdistricts that are participating in KDP. Component 2) consists of activities to strengthen the local government councils formed under Laws 22 and 25, with a particular focus on the village representative forum (BPD), inter-village forums (FAD), and the district parliaments. Component 3) includes continuation and phase-out of the training program to link subdistrict micro-finance institutions (UPKs) to private sector providers that were funded through KDP3a. Component 4) consists of technical assistance to the national, provincial, and district governments. Component 5) KDP maintains a comprehensive monitoring, evaluation and special studies program to assess project progress and ascertain if objectives are being met. Component 6) provides support for the Ministry of Home Affairs' National KDP Secretariat so that they can visit KDP field sites. The Project Organization and Approach to Technical Assistance and Supervision has the following components: Kecamatan Grants; Developing Local Government Capacities for Community Development; Micro-Finance Support (UPK); Implementation Support - KDP; and Monitoring and Evaluation, Studies and Special Programs.
