Lithuania - Vilnius District Heating Project : environmental management plan

This Environmental Management Plan (EMP) reviews the potential adversity on the environment, resulting from implementation of the Vilnius District Heating Project, and, addresses mitigating measures as follows. During construction, dust and noise pollution will occur, therefore water sprinklers will be available during the dry season to control air pollution; construction activities will be limited to daytime schedules in compliance with noise ordinance regulations; and, noise meters will be installed to control potential disturbances to schools, and local populations. Workers will be provided with noise abatement, protection devices. Solid wastes, such as metals will be recycled, as specified in the bidding documents; hazardous materials will be handled by licensed companies, in accordance with government regulations; while, existing PCBs content should be clarified, and transformers tested for PCBs. Concrete, and scrap materials will be removed to selected disposal sites, and, production of new pipe insulation, will be in accordance with Government regulations, as per the Montreal Protocol, and as specified in the bidding documents. To control emissions, low nitric oxide (NOx) burners, and oil with low sulfur content will be used. Water leakage will undergo extended maintenance measures, while fuel and oil spills, in addition to extended maintenance measures will be collected through special devices. Institutional arrangements shall supervise collection, storage, and data handling, for due analysis, and reporting, to be finally authorized by the Technical Director.
