In accordance with the Harmonized regulatory system established in all European Union EU member-states the official authorization of formulated plant protection products is preceded by resistance risk analysis, a two-stage process that includes: 1 assessment of the risk of resistance to the product and, if the assessed risk is considered to be high and unacceptable, 2 consideration of appropriate resistance management strategy that would minimize the likelihood of resistance developing. The present study is focused on the first stage, the assessment of the risk of practical resistance in the target populations of plant pathogens, pests and weeds. This paper presents basic terminology, and covers theoretical and operational concepts relevant to the phenomenon of pesticide resistance. Factors that contribute to the risk of practical resistance developing either inherent in the active compound, associated with characteristics of the target organisms, or conditions of the intended use are presented and analyzed. Laboratory and field methodology used for profiling sensitivity of the pest populations are partly discussed. The EU requirements and the Unified Principles for generating data that must be included in the biological assessment dossier of the product in order to support the conclusion of a resistance risk evaluation are presented and discussed. The authors generalize criteria and analyze specific guidelines currently applied in EU member-states for resistance risk assessment and decision-making for registration of plant protection products.
