Public-private partnerships as a solution for solving economic and energetic problems in a community

The authors give a review of public – private partnerships, an important instrument for stimulating local economic development, explaining how they are established, their development process, forms the factors that cause them and many positive effects of their existence. Authors emphasize the significance of a public-private partnership as an instrument for solving the problems in energy sector in local communities. It turned out that the public – private partnerships are a very successful form of cooperation between the public sector, local governments and the private business sector and the instrument for attracting potential foreign investors in energy sector. The public sector gets the role of an employer and the private sector the role of an implementer, gathered around the set of common goals. Entrepreneurs today realize that investing in energy and renewable energy resources can yield profit and benefits, not only for the individuals, but it seems to be common good for the entire country. Purely public companies were not able to provide the best quality and the most efficient public services. In order for foreign investors in today, in times of global economic crisis and strong competition, to invest in an energy sector, special conditions should be fulfilled, benefits and privileges. The entire local community should meet foreign investors’ needs and seek to raise awareness of importance of public – private partnerships for further development.
