chinois. 【目的】为有效化解由于农药、化肥的高残留而带来的农产品质量安全风险问题。【方法】文章利用2000―2011年不同区域的5个省际面板数据,采用DEA―malmquist指数分析和微观调查相结合的方法,对这些省区农业生产中所投入的化肥和农药进行了效率分析。【结果】研究结果表明,不同区域在农药和化肥的使用效率方面虽然呈现出比较好的效率状态,但在微观层面上,大多数农户的农药施用方式并不科学,这直接或间接地增加了农产品的安全风险。【结论】文章提出了相应的对策,即建立健全公益性农业技术推广体系,加强对农村农药市场的规范管理,提升农户对农药的认知水平。

[Objective] The objective of this study was to effectively resolve the problem of agricul tural product quality risk caused by high pesticide and chemical fertilizer residua. [Method] This paper made an efficiency analysis towards chemical fertilizers and pesticides in agricultural production among different provinces by using five provincial panel data of different regions from 2000 to 2011 and adopting the method of DEA-malmquist index analysis and microscopic investigation. [Results] Research findings show that, in terms of pesticide and fertilizer application efficiency, different regions are in good efficiency state. However, at the micro level, the pesticides application methods of most farmer households are not scientific, which directly or indirectly, increase agricultural product safety risks. [Conclusion] Therefore, this paper proposed to establish and perfect public agricultural technology extension system, make efforts to standardize the manage ment of rural pesticide market, as well as enhance farmer households cognition level toward pesticide.
