Introducing by Russia in autumn of 2014 the embargo on the import of fruit-vegetable products from USA, Canada and EU countries presented the opportunity for Russian commodity producers for strengthening their competitive advantages on conquering that market. В 2014 г. в хозяйствах населения было выращено около 70% овощей и почти 80% плодово-ягодной продукции. Внутреннее производство овощей и плодов, а также продуктов их переработки не обеспечивает потребности отечественного рынка: в 2014 г. валовой сбор овощей составил 15003,2 тыс. т, а плодов и ягод -2853,4 тыс. т, что не уменьшило импортозависимость страны. Овощеводство и плодоводство продолжают развивается в основном по инерционному варианту, ориентированному на импорт. Решить продовольственную проблему в области снабжения населения овощами возможно только на основе увеличения объемов их выращивания за счет рационального сочетания производства в открытом и защищенном грунте. Необходимо развивать перерабатывающую плодоовощную промышленность. Усилия государства должны быть направлены на проведение реконструкции и техническое переоснащение производства, формирование зон по обеспечению перерабатывающих заводов сырьем, максимальное импортозамещение плодоовощной консервированной продукции на внутреннем рынке. Стратегическая цель развития плодоовощного рынка страны - обеспечение населения плодами и овощами по доступным ценам на уровне физиологических норм потребления.

The basic production of fruit-vegetable goods has transferred in latest years from agricultural organizations into individual and peasant’s (farmer’s) economies. In 2014 the farms of the population have grown about 70% of vegetables and almost 80% of fruit-berry products. Internal production of vegetables and fruits and also products of their processing does not provide for requirements of domestic market: in 2014 the gross output of vegetables composed 15003.2 thousand t, and fruits and berries -2853.4 thousand t, which does not decrease the import dependency of the country. Vegetable and fruit growing continue developing mainly by inertial variant, oriented to the import. Solving the food problem in the field of supplying the population with vegetables is possible only on the basis of increasing the volumes of their growing on expenses of rational combination of production in open and protected ground. It is necessary to develop processing fruit-vegetable industry. The state efforts must be directed to conducting the reconstruction and technical re-equipment of the production, forming zones for supply of processing works with raw materials, maximum import substitution of fruit-vegetable canned products at the internal market. Strategic aim of developing the fruit-vegetable market of the country - supplying the population with fruits and vegetables by accessible prices at the level of physiological consumption norms.
