Increasing awareness about the need of preparedness and response of agricultural households and enterprises in floods in Vojvodina [Serbia]

The Autonomous Province of Vojvodina is the famous agricultural region in Serbia. In Vojvodina 75% of the area is used for agriculture. In organizational structure of farming two groups of producers exist – the agricultural estates and enterprises. 10,59% of Vojvodina‘s population work in agriculture. The aim of this paper is to highlight a lack of farmer‘s knowledge to protect themselves and their households during floods. Serbia is a country of extreme danger from floods. Estimated annual economic loss in agriculture caused by floods in Serbia varies from 38.75 to 106.25 million euros. Vojvodina has a long history of floods. Floods endanger lives of people, animals, damage, or cause major losses of property, and jeopardize the environment. Experience forces us to take floods seriously. Unfortunately, in the established system of integral protection and rescue of population, there are no activities regarding farmers training in flood situation. They are not a part of institutional preparedness and depend only on farmers own skills and abilities. The lesson from 2005, when the great flood happened in Banat is already forgotten. The flood prevention in Vojvodina region is far from adequate. The facts from the paper show that planning is important for limitation of flood damage. After the flood, community needs longer time for recovery due to hidden damage and lack of insurance. Actual relations between farmers and state institution are not satisfactory. Urgent rebuilt of trust between them is necessary. State institutions have to make the first step, and show the will to improve not only farmers‘ economic status. Taking care about their awareness and adequate response in flood has to be daily activity in their work. Protection and safety are everybody‘s job, and stakeholders should be more proactive in helping farmers to protect their assets, the environment in general, and providing food security for the society.
