Framing views on flood : case study of selected children in BASECO Compound, Manila [Philippines]

This paper illustrates the experiences of children residing in an esturial community along the Manila Bay [Philippines]. It presents the reality for many children in a coastal slum area at risk of diameter in the context of typhoon and flood. Disaster management is a top down approach and entails public and private partnership, mostly participated by policy makers, implementers and decision in the context of typhoons and floods and children are more beneficiaries. Anchored on the concept of social construction, the paper presents a perspective promoting the idea that social objects are not given but are constructed, negotiated, framed, fashioned and organized by human beings in the efforts of making sense of what is happening in the world. Qualitative methods used are interview, focus group discussion, and review of secondary data. Results show that the shoreline areas of BASECO are always flooded. Through the drawings and pictures of children, flooding events were illustrated by the children together with their peer group, family members and neighbors. They are brought to evacuation centers depending on the level of flood waters, knowing that flood recedes in due time. Children are sensitive to the environment and they were able to construct themes based on their experiences. Themes identified were BASECO, flood, sense of danger, health, fun, and solution to flooding. In conclusion, children are the most vulnerable because aside from natural disasters, they are also exposed to fires, crimes, hunger and looting.
