Necessity of transition of agriculture to a new model of development, whose main objective is to achieve an optimal balance between planned receipt of material benefits and maintaining or improving the condition of natural ecosystems is justified. The main role in achieving this goal is given to the complex of development (environmental engineering) of agricultural landscapes, including a joint decision on the comprehensive land reclamation and the creation of sustainable patterns of usage of the agricultural landscape (ground ecologically valid ratio of arable land to total area of the landscape). The assessment methodology of investment efficiency in the development of agricultural landscapes is based on ecosystem approach including the modeling of complex ecological and socio-economic systems, the prevention of possible negative ecological consequences, the principles of sustainable development and environmental engineering, the modern concept of development of land reclamation gained advanced domestic and foreign experience in the field of land reclamation. The system of models and criteria with which a retrospective analysis of changes in the condition of natural and cultural landscapes and the long-term forecast of the expected consequences of exposure to complex activities for the development of the agricultural landscape were conducted is formed. The complex of meliorative actions for the development of the agricultural landscape of the Central Federal district, including the conduct of activities to prevent and combat water and wind erosion on the area to 17.6 mln ha, the regulation of acid-alkaline regime on the area of 9.2 mln ha and reconstruction of ameliorative systems on the area of 1.1 mln ha is justifies.

Обоснована необходимость перехода сельского хозяйства на новую модель развития, основная цель которой заключается в достижении оптимального баланса между получением планируемых материальных выгод и сохранением или улучшением состояния природных экосистем. Главная роль в достижении этой цели отводится комплексному обустройству (природообустройству) агроландшафтов, включающему совместное решение вопросов проведения комплексных мелиораций и создания экологически устойчивой структуры использования агроландшафта (обоснование экологически допустимого соотношения площади пашни к общей территории ландшафта). Разработана методология оценки эффективности инвестиций в обустройство агроландшафтов, в основу которой положены экосистемный подход, включающий моделирование сложных экологических и социально-экономических систем, профилактику возможных негативных экологических последствий, принципы устойчивого развития и природообустройства, современная концепция развития мелиорации земель, накопленный передовой отечественный и зарубежный опыт в области мелиорации земель. Сформирована система моделей и критериев, с помощью которой проводится ретроспективный анализ изменения состояния природных и культурных ландшафтов и долгосрочный прогноз ожидаемых последствий воздействия на них комплекса мероприятий по обустройству агроландшафта. Обоснован комплекс мелиоративных мероприятий по обустройству агроландшафта Центрального федерального округа, включающий проведение мероприятий по предупреждению и борьбе с водной и ветровой эрозией на площади 17,6 млн га, регулирование кислотно-щелочного режима на площади 9,2 млн га и проведение реконструкции мелиоративных систем на площади 1,1 млн га.
