The mechanism of budgeting in organizations of the agroindustrial complex on the example of one of the enterprises (JSC "Sokol"), specializing in the sale of agricultural products as part of a large industrial holding company (JSC "Rusagro") is shown. The analysis of budgeting in the enterprise is conducted. The object of budgeting is structural units and projects of the organization. At the organization level these budgets are united forming three major budgets: the budget of incomes and expenses; the budget of movement of funds; the budget of balance. In accordance with the objects of budgeting in the enterprise operational and financial budgets are drawn up. An example of budgeting at the enterprise in 2017 is shown. With the aim of improving the system of planning and budgeting a unique model of organization of the responsibility centers was developed in agricultural enterprises for the formation of the budget assignments. The model assumes interaction through two-way communication production budgets of agroholding and sales budgets of the enterprise, included in it. In the presented model three sectors were identifies: crops, livestock and processing of products. On the base of each sector there are centers of responsibility which contain generic indexes of their activity. These units share analytical information to achieve the overall strategy of the organization. Products within organizations are sold at transfer prices. Analytical reports of the centers of responsibility are transferred to the consolidated responsibility center, where the processing of information and adjustment of the strategy of development of the organization are done. Thus, using the proposed model of the organization of the responsibility centers in the associations of the agrosphere for the formation of the budget assignments a single information space is achieved in the budgeting system of the entire agricultural holding in the context of each direction of its activity.

Рассмотрен механизм бюджетирования в организациях агропромышленного комплекса на примере одного из предприятий (ООО "Сокол"), специализирующихся на реализации с.-х. продукции в составе крупного производственного холдинга (ООО "Русагро"). Проведен анализ состояния бюджетирования на предприятии. Объектом бюджетирования являются структурные звенья и проекты организации. На уровне организации эти бюджеты консолидируются, образуя три основных бюджета: бюджет доходов и расходов; бюджет движения денежных средств; бюджет баланса. В соответствии с объектами бюджетирования на предприятии составляются операционные и финансовые бюджеты. Рассмотрен пример составления бюджетов на 2017 год. С целью совершенствования системы планирования и бюджетирования разработана авторская модель организации центров ответственности в агроформированиях для формирования бюджетных заданий. Модель предполагает взаимодействие через двустороннюю связь производственных бюджетов агрохолдинга и бюджетов продаж предприятия, входящего в него. В представленной модели выделены три отрасли: растениеводство, животноводство и переработка продукции. На базе каждой отрасли сформированы центры ответственности, которые содержат обобщающие показатели их деятельности. Между собой данные подразделения обмениваются аналитической информацией для достижения общей стратегии организации. Продукция внутри организаций реализуется по трансфертным ценам. Аналитические отчеты из центров ответственности передаются в консолидированный центр ответственности, где осуществляется обработка информации и корректировка стратегии дальнейшего развития организации. Таким образом, при использовании предлагаемой модели организации центров ответственности в объединениях агросферы для формирования бюджетных заданий достигается единое информационное пространство в системе бюджетирования всего агрохолдинга в разрезе каждого направления его деятельности.
