Without improving the territorial-sectoral division of labor in agro-industrial production, it is impossible to effectively use limited budgetary funds, to accelerate import substitution at lower costs and in shorter terms. An increase in the volume of SS does not lead to adequate growth in gross agricultural output, it facilitates its rational allocation. In order to increase the effectiveness of the use of SS to agricultural development and its impact on improving the territorial-sectoral division of labor in the agro-industrial production of the RF, it is necessary: to increase the costs of SS to the industry to the extent permitted by WTO rules; to observe the principle of special priority development of agriculture; commensurate the amount of SS with possible achievement of the priority goals set for it; to increase the effectiveness of SS; to use a more perfect organizational and economic mechanism for providing SS. When developing the 3-d State program, it is necessary to take into account the experience of implementing the 2 previous ones, the nuances of the ongoing national agrarian and budgetary policy, paying special attention to SS for agriculture in all her priority areas that account the peculiarities of individual territories of the country. To better take into account the place and role of each region in the territorial-sectoral division of labor in agro-industrial production, it is necessary to develop an all-Russian General scheme for its development and placement, using domestic and world experience.

Недостаточные объемы государственной поддержки (ГП) сельского хозяйства и устойчивого развития сельских территорий, а также несовершенство организационно-экономического механизма ее предоставления приводят не только к неоправданной дифференциации российских регионов, но и перекосам в территориально-отраслевом разделении труда в агропромышленном производстве страны. Без совершенствования территориально-отраслевого разделения труда в агропромышленном производстве невозможно эффективно использовать ограниченные бюджетные средства, провести импортозамещение при меньших издержках и в короткие сроки. Увеличение объемов ГП не ведет к адекватному росту валовой продукции сельского хозяйства, но оно способствует его рациональному размещению. Чтобы повысить эффективность использования ГП и усилить ее влияние на совершенствование территориально-отраслевого разделения труда в агропромышленном производстве РФ, необходимо увеличить расходы на ГП отрасли до размеров, разрешенных правилами ВТО; соблюдать принцип особой приоритетности развития сельского хозяйства; соразмерять объем ГП с возможным достижением поставленных перед ним приоритетных целей; повысить эффективность ГП; задействовать более совершенный организационно-экономический механизм оказания ГП. При разработке 3-й Государственной программы развития сельского хозяйства необходимо учесть опыт реализации 2-х предыдущих, нюансы проводимой национальной аграрной и бюджетной политики, обратив особое внимание на ГП сельского хозяйства по всем ее приоритетным направлениям, учитывающим особенности отдельных территорий страны. Для более полного учета места и роли каждого региона в территориально-отраслевом разделении труда в агропромышленном производстве следует разработать общероссийскую Генеральную схему его развития и размещения, используя отечественный и мировой опыт.
