The purpose of the research was to analyze the order and methods of calculating rated cutting areas and to develop conceptual proposals for the procedure and methods for calculating the estimated cutting areas on forestry and individual forest areas based on the current forest legislation. There are considered the existing modern approaches to determining rated cutting area and the role of regular accounting of timber reserves and age distribution of plantations conducted under the timely forest inventory (forest management) in the justification of the extent of forest use. The unsettled problem in the modern forest management theory is consideration of economic conditions and forestry factors of forest economy. Critical consideration is given to the current standards on calculating the size of use, and necessity of finalizing and specifying a number of methodological regulations is substantiated. A number of conceptual proposals have been developed on the procedure and methods of calculating rated cutting areas. Adequate determination of cutting areas in different economic sections, with different forms of farming, different age of cuttings will avoid application of incorrect mathematical models, expert judgment errors and arbitrariness of decision making. It will result in more rational use of forest resources.

Цель работы заключается в анализе порядка и методов исчисления расчетных лесосек (РЛ) и выработке концептуальных предложений к порядку и методам исчисления РЛ по лесничеству и отдельным лесным участкам на основе лесного законодательства. Рассмотрены сложившиеся современные подходы к определению РЛ и подчеркнута роль в обосновании размера пользования лесом регулярного учета запасов древесины и возрастного распределения насаждений, проводимых при своевременной таксации леса (лесоустройстве). Нерешенным вопросом в современной теории лесопользования является учет экономических условий и лесоводственных факторов ведения лесного хозяйства. Критически рассмотрены действующие нормативы по расчёту размера пользования, обоснована необходимость доработки и уточнения ряда методических положений. Разработан ряд концептуальных предложений к порядку и методам исчисления РЛ. В результате выявленных пробелов при существующем исчислении РЛ предлагается разработать научно-обоснованную базу для оптимизации расчета размера заготовки древесины. Адекватное определение РЛ в различных хозяйственных секциях, при разных формах хозяйства, различных возрастах рубок позволит избежать применения некорректных математических моделей, ошибок экспертного оценивания и произвола принятия решений, что в итоге приведет к более рациональному использованию лесных ресурсов.
