Actual status of reindeer husbanbry in the Republic of Sakha (Yakutia) | Современное состояние оленеводства в Республике Cаха (Якутия)

anglais. The Republic of Yakutia (Sakha) is located the northeastern zone of Russia which includes tundra, forest tundra and Northern mountain taiga regions. Reindeer husbandry is a native occupation and way of life of the inhabitants of the North. Currently the Republic is engaged in reindeer husbandry in 24 districts. Over 2011-2015 the deer population has reduced from 194.9 to 156.0 thous heads. Since 2012 the region has adopted the Republic State program "Development of agriculture and regulation of markets of agricultural products, raw materials and food for 2012-2020". In the sub-program "Development of traditional industries of the North" shown are the main directions of state support: the improvement of working conditions of the herders, creation of conditions for the production of reindeer products, support in terms of increasing the deer population through the acquisition and construction of deer farms, the purchase and supply of modular slaughterhouses. Within the implementation of the state program and the state support of reindeer husbandry the following subsidies are introduced: on compensation of actual expenses (CAE) for increase of reindeer population of at the rate of 290 rubles for 1 head; on CAE in the amount of 80% on construction of reindeer breeding base; on compensation of expenses in the amount of 95% from the cost of the purchased, delivered and mounted modular slaughter unit and specialized equipment; on CAE in the amount of 80% for acquisition of commercial herds of domestic deer; CAE in the amount of 70% for transportation of reindeer meat by road. The construction and modernization of production facilities of reindeer husbandry in the Arctic regions of the Republic areas are priorities. With appropriate state support it is possible to increase the population of reindeer, to maintain the traditional way of life of the Indigenous small-numbered peoples of the North and to stabilize the economy of the region as a whole.

russe. Республика Якутия (Саха) находится в Северо-Восточной зоне России, к которой относятся тундровые, лесотундровые и северные горно-таежные области. Исконным занятием и укладом жизни жителей Севера является оленеводство. В настоящее время в республике занимаются оленеводством в 24 районах. За 2011-2015 гг. поголовье оленей уменьшилось с 194,9 до 156,0 тыс. голов, в 2016 г. оно возросло до 156,8 тыс. голов. С 2012 г. в регионе принята республиканская Государственная программа "Развитие сельского хозяйства и регулирование рынков сельскохозяйственной продукции, сырья и продовольствия на 2012−2020 годы". В подпрограмме "Развитие традиционных отраслей Севера" указаны основные направления государственной поддержки: улучшение условий труда оленеводов, создание условий для производства оленеводческой продукции, поддержка в части увеличения поголовья оленей за счет приобретения со стороны, строительство оленеводческих баз, приобретение и поставка модульных убойных цехов. В рамках реализации госпрограммы и государственной поддержки оленеводства введены следующие субсидии: на возмещение фактических затрат (ВФЗ) по наращиванию поголовья северных оленей по ставке 290 р. за 1 голову; на ВФЗ в размере 80% по строительству оленеводческой базы; на возмещение затрат в размере 95% от стоимости приобретенного, поставленного и смонтированного модульного убойного пункта и специализированной техники; на ВФЗ в размере 80% на приобретение товарного поголовья домашних оленей; на ВФЗ в размере 70% по перевозке мяса северных оленей автотранспортом. Приоритетами являются строительство и модернизация производственных объектов оленеводства арктических районов республики. При соответствующей государственной поддержке вполне возможно достичь наращивания поголовья северных оленей, сохранить традиционный уклад жизни коренных малочисленных народов Севера, стабилизироватьэкономику региона в целом.
