Development problems of economic management of enterprise activity in the sphere of AIC | Проблемы развития хозяйственного управления предпринимательской деятельностью в сфере АПК

The main problem of the AIC and rural territory development is still the lack of sectoral economy development and the low level of business activity in rural areas; this problem can be solved by the improvement of agricultural management. It is exercised in the forms of non-commercial organizations operating in the direction of the rural entrepreneurs' consolidation for solving economic, social and other problems facing them. One of the main conditions for the development is the creation of an economic vertical – from the organization, the administrative district, region to the federal level – in line with the Russian Union of industrialists and Entrepreneurs. About 38 million of people live in rural areas. Agricultural production entities are in difficult conditions. The monopolized industry, large trading firms and other market structures oppose them. Therefore, without state support and without its own structure ensuring protection of the interests of rural commodity producers, they are not able to deal on equal terms with large firms-associations. In each country the problem of self-organization is solved in its own way, however, there are general principles and forms of creating an economic vertical. In the domestic AIC the Agroindustrial Union of Russia can be considered as a public association in 1990 recommended organization for these purposes. Today it operates under the auspices of the Ministry of Agriculture. It is necessary to radically revise its tasks, expend its status and clarify the organizational structure. Industry associations delegate it the appropriate powers. It should include regional and district formations. Agroindustrial Union of Russia should be transformed into an independent all-Russian economic structure ready within its authority to assume responsibility for the development of economic entities and the revival of Russian rural areas.

Главной проблемой развития АПК и сельских территорий остается недостаточное развитие отраслевой экономики и низкий уровень бизнес-активности на селе, что можно стабилизировать при помощи совершенствования хозяйственного управления. Оно осуществляется в форме некоммерческих организаций, действующих в направлении объединения сельских предпринимателей для решения стоящих перед ними экономических, социальных и иных задач. Одним из главных условий развития является создание хозяйственной вертикали - от предприятия, административного района, региона до федерального уровня - по аналогии с существующим Российским союзом промышленников и предпринимателей. В сельской местности проживает около 38 млн населения. Сельскохозяйственные производственные субъекты находятся в сложных условиях. Им противостоят монополизированная промышленность, крупные торговые фирмы и другие рыночные структуры. Поэтому без государственной поддержки и без собственной структуры, обеспечивающей защиту интересов сельских товаропроизводителей, они не в состоянии на равных вести дела с крупными фирмами – объединениями. В каждой стране по-своему решается проблема самоорганизации, однако существуют общие принципы и формы создания хозяйственной вертикали. В отечественном АПК в качестве рекомендуемой для этих целей организации можно рассматривать общественное объединение Росагропромсоюз, созданный в 1990 г. Сегодня он работает под эгидой Минсельхоза. Необходимо в корне пересмотреть его задачи, расширить статус, уточнить организационную структуру. Отраслевые ассоциации делегируют ему соответствующие полномочия. Он должен включать в себя региональные и районные формирования. Росагропромсоюз из консультативного органа должен преобразоваться в самостоятельную общероссийскую хозяйственную структуру, готовую в пределах своих полномочий принять ответственность за развитие хозяйствующих субъектов и возрождение сельских территорий России.
