anglais. The project of the Research Institute of Agricultural Economics "On strategizing a long-term development of the RF AIC for the period until 2030" has been analyzed. The document shows that in the recent years the rates of developing the AIC exceed the rates of developing the industrial production and growing the GDP (for the period since 2012-2017 the growth of agricultural production was 14.8%, industrial production – 4.1%, physical quantity of GDP – 5.0%). The volume of exports of agricultural raw materials and foodstuffs has grown from 2012 till 2017 from 16.8 to 20.7 billion dol., and the volume of imports has reduced from 40.7 to 20.7 billion dol. (the amount balance has reduced from -23.9 to -8.0 billion dol.). It is supposed that the social and economic development of the AIC for the period until 2030 may be formed according to 2 variants (VR) – target and inertial (TVR and IVR). In accordance with IVR the index of agricultural production (plant growing/animal breeding) by 2030 will be 112% (105%/123%), in accordance with IVR this index will reach 136% (122%, 154%). The ratio of salaries and wages in agriculture to the mean economic value in case of developing according to IVR will be 80%, and according to TVR – 95-100%. The production output of grain (including pulse crops), sunflower, potatoes, cattle and poultry in body weight, milk and eggs according to IVR will be 116.0, 9.2, 31.0, 15.4, 42.6 million t and 43 billion eggs, and according to TVR – 150.0, 13.7, 36.0, 20.2, 48.0 million t and 50.0 billion eggs, respectively. It is indicated that the project does not reflect the problem of developing rural areas, the list of risks is absent, and some values of target indicators are not given. It has been concluded that in general in the project the current level of RF AIC development is presented and key directions for its development until 2030 are given.

russe. Проанализирован проект ВНИИ экономики сельского хозяйства "О разработке долгосрочной стратегии развития АПК РФ на период до 2030 г.". В документе показано, что в последние годы темпы развития АПК превосходят темпы развития промышленного производства и роста ВВП (за период с 2012-2017 гг. рост с.-х. производства составил 14,8%, промышленного производства – 4,1%, физического объема ВВП – 5,0%). Объем экспорта с.-х. сырья и продовольствия с 2012 г. по 2017 г. возрос с 16,8 до 20,7 млрд. долл., а импорта – снизился с 40,7 до 20,7 млрд. долл. (сальдо уменьшилось с -23,9 до -8,0 млрд. долл.). Предположено, что социально-экономическое развитие АПК на период до 2030 г. может складываться по 2 вариантам (ВР) – целевому и инерционному (ВРЦ и ВРИ). В соответствии с ВРИ индекс производства продукции сельского хозяйства (растениеводства/животноводства) к 2030 г. составит 112% (105%/123%) к 2016 г., в соответствии с ВРЦ данный показатель достигнет 136% (122%/154%). Отношение заработной платы в сельском хозяйстве к среднему значению по экономике при развитии по ВРИ составит 80%, а по ВРЦ – 95-100%. Объем производства зерна (включая зернобобовые культуры), подсолнечника, картофеля, скота и птицы в живом весе, молока и яиц по ВРИ составит 116,0; 9,2; 31,0; 15,4; 42,6 млн. т и 43 млрд. шт., а по ВРЦ – 150,0; 13,7; 36,0; 20,2; 48,0 млн. т и 50,0 млрд. шт. соответственно. Указано, что в проекте не отражена проблема развития сельских территорий, отсутствует перечень рисков, не приведены отдельные значения целевых индикаторов. Сделан вывод, что в целом в проекте представлен современный уровень развития АПК РФ и даны ключевые направления его развития до 2030 г.
