Conceptual provisions of the theoretical platform for the study of the formation of decent income of agricultural labor | Концептуальные положения теоретической платформы исследования формирования достойной доходности аграрного труда

In the work it is pointed out that the threat of universal tendencies in the sphere of work and employment of the population caused by unfair model of economic growth is anxious not only for the scientific community. A disturbing refrain and even an appeal to action can be observed in the decisions of the authoritative international organizations as well. Injustice is caused by the fundamentals of the dominating in economy neoliberal theory according to which the capital income grows quicker than labor income. In domestic agriculture it can be seen that despite quite noticeable increase in recent years productions and increase in productivity of work, there is no adequate increase in the income of workers occupied in this sector. As a result, the material basis for the formation of labor potential that meets the requirements of modern technological structure is limited, not to mention the personal development of agricultural workers. The overlay of these conclusions, widely reflected in the domestic and foreign literature, on the situation with the profitability of labor in agriculture, is justified by the need to abandon the use of neoliberal theory, and the possibility of symbiosis of a number of other economic theories, the provisions of which allow us to study the formation of the paradigm of decent profitability of agricultural labor. The main of these theories include: labor theory of value, the theory of factors of production, the theory of human development and institutional theory. At the same time, a working definition of decent labor profitability, which can be achieved through the practical use of the provisions of these theories, is proposed.

russe. В работе показано, что угрозой общемировых тенденций в сфере труда и занятости населения, обусловленных несправедливой моделью экономического роста, озабочено не только научное сообщество. Тревожным рефреном и даже призывом к действию она звучит и в решениях авторитетных международных организаций. Несправедливость выражается в том, что в условиях все еще господствующей в экономике неолиберальной теории доходы на капитал растут быстрее, нежели на труд. В отечественном сельском хозяйстве это проявляется в том, что в последние годы имеет место заметное увеличение производства продукции и рост производительности труда, но не происходит адекватного повышения доходов занятых в отрасли. В результате ограничивается материальная основа формирования трудового потенциала, отвечающего требованиям современного технологического уклада, не говоря уже о личностном развитии аграрных работников. Накладка данных выводов, широко отраженных в отечественной и зарубежной литературе, на ситуацию с доходностью труда в сельском хозяйстве, обоснована необходимостью отказа от использования неолиберальной теории и возможности симбиоза ряда других экономических теорий, положения которых позволяют исследовать формирование парадигмы достойной доходности аграрного труда. К основным из этих теорий отнесены: трудовая теория стоимости, теория факторов производства, теория человеческого развития и институциональная теории. Предложено рабочее определение достойной доходности труда, достичь которой реально, если использовать на практике положения рассмотренных теорий.
