Improvement of the organizational and economic mechanism of the market of scientific and technical products in crop production | Совершенствование организационно-экономического механизма рынка научно-технической продукции в растениеводстве

anglais. The scientific and technical crop production market (STCPM) is a system of organizational, economic and legal relations between the participants of the selection and seed-growing process. Selection achievements are the main commodity in it. The purpose of the study was to develop proposals for improving the organizational and economic mechanism of the STCPM and its constituents. The methodological basis of the study was a review, analysis and generalization of the works of domestic and foreign scientists on the development and functioning of the organizational and economic mechanism of the STCPM. The main research methods are the system and logical approaches, the method of theoretical knowledge, monographic, the additional ones are: historical and scientific abstraction methods. According to the results of the study there is presented the author's definition of the organizational and economic mechanism of the STCPM; there is considered the subprogram "Development of Potato Selection and Seed Growing in the Russian Federation", there are considered the organizational and economic tools of the STCPM; there are developed proposals for improving the organizational and economic mechanism of the STCPM. It is necessary to set up interaction between scientific organizations engaged in crop selection and seed growing companies (commercial organizations). The innovation management occupation (persons skilled in introducing and commercializing scientific developments) is promising. To promote selection achievements and to use them, it is proposed to attract private investments, credit funds, as well as to insure intellectual property against unlawful use.

russe. Рынок научно-технической продукции растениеводства (РНТПР) представляет собой систему организационно-экономических и правовых отношений между участниками селекционно-семеноводческого процесса. Основным товаром на нем являются селекционные достижения. Цель исследования - разработка предложений по совершенствованию организационно-экономического механизма РНТПР и отдельных его составляющих. Методологическую основу исследования составил обзор, анализ и обобщение трудов отечественных и зарубежных ученых по проблеме разработки и функционирования организационно-экономического механизма рынка научно-технической продукции в растениеводстве. Основные методы исследования - системный и логический подходы, метод теоретического познания, монографический, аналитический и экономико-статистический, дополнительные - исторический и метод научной абстракции. По результатам проведенного исследования представлено авторское определение организационно-экономического механизма РНТПР; рассмотрена подпрограмма "Развитие селекции и семеноводства картофеля в Российской Федерации"; рассмотрены организационные и экономические инструменты РНТПР; разработаны предложения по совершенствованию организационно-экономического механизма РНТПР. Необходимо наладить взаимодействие между научными организациями, занимающимися селекцией с.-х. культур, и семеноводческими компаниями (коммерческими организациями). Перспективна профессия инновационного менеджера – специалиста по внедрению и коммерциализации научных разработок. Для стимулирования создания селекционных достижений и пользования ими предложено привлекать частные инвестиции, кредитные средства, а также страховать интеллектуальную собственность от неправомерного использования.
