Interrogating disaster diplomacy : Philippines-East Asia relations in the wake of typhoon Haiyan

Disaster is one of the global challenges that results to massive destruction, calls humanitarian assistance, and draws large-scale international cooperation among states. During such event, states utilize opportunities for Disaster Diplomacy such as the offer of humanitarian assistance in order to improve their relations with other states. In fact, this tool was at play in the wake of Typhoon Haiyan when it was utilized in varying degrees of success by East Asian states China, Japan and Korea in its relations with the Philippines. This paper shall argue that post-Typhoon Haiyan humanitarian assistance such as financial aid, medical services, government-dispatched teams, and other specialized or expert teams, helped create opportunities for improved diplomatic relations and cooperation between the Philippines and said neighbors. Moreover, this paper shall also analyze why these opportunities resulted to varying degrees of success in improving relations and fostering cooperation between the Philippines and China, Japan and South Korea.
