Disaster resilience of selected barangays [villages] in Quezon City, Philippines: a case study

Disasters are inevitable. They are caused by unsustainable development that has not taken account of possible hazard impacts in that location. Disasters know no race, ethnicity or political boundaries. They may strike at any time or place. Aside from the casualties recorded caused by these disasters, the environment is also vulnerable. No community can ever be completely safe from natural and man-made hazards. It may be helpful to think of a disaster resilient or disaster-resistant community as 'the safest possible community that we have the knowledge to design and build in a natural hazard context', minimizing its vulnerability by maximizing the application of Disaster Risk Reduction measures. This study aimed to assess the level of resilience of selected six barangays [villages] in Quezon City when it comes to disaster. This study utilized a toolkit in measuring the community disaster resilience which focused on five major thematic areas namely: governance; risk assessment; knowledge and education; risk management and vulnerability reduction; and disaster preparedness and response. Results revealed that only in the first thematic area that the barangays are resilient. The barangays have medium resilience in the other four thematic areas. Data also revealed that the six barangays have medium resilience based on five thematic areas. It has been observed prior to the gathered data that the barangays have strong and weak points in terms of the resilience components under the five thematic areas which will be crucial in the future if will not be addressed as early as possible. There is a need for a thorough evaluation if the current programs are implemented by the communities under the local government well at present to address some issues and concerns. The results of this study can be a baseline data for programs to be developed in the future.
