Анализ формирования модели государственной поддержки северного домашнего оленеводства на севере России (на примере Республики Саха (Якутия)) | Analysis of formation of a model of state support of northern domestic reinder husbandry in northern Russia (on the example of the Republic of Sakha (Yakutia))

Examined is the model of state support at the regional level, based on the cost method, calculations of standard costs in the production process and the cost of production in determining and justifying the amount of state financial support. The aim of the study is to identify the main characteristics of state regulation of northern domestic reindeer husbandry (NDRH) in the Republic of Sakha (Yakutia). The modern model of state support for northern NDRH is characterized by the application of the principle in the organization of production – a reindeer-herding work team, measures to stabilize the livestock. The formation of the model was carried out by dividing into 4 stages: the first – 2002-2006, the second – 2007-2011, the third - 2012-2016, and the fourth – 2017 to the present. Each stage corresponded to a period of implementing a certain state program. In 2002-2009 the increase in the number of reindeer in the Republic was mainly due to a decrease in the slaughter of reindeer, and not due to an increase in productivity of deer mothers. The stabilization support measures were used for 14 years (2003-2016), they had an effect, but by 2010-2011 the situation in this industry deteriorated again. Due to the specifics of the NDRH management system and the behavioral component of reindeer herders, the methods of state support for the industry in the Republic of Sakha should correspond to with the stages of development of the industry and the constantly changing conditions. Sold meat subsidies may result in an abrupt reduction in the deer number, so, they should be gradually introduced.

Исследована модель государственной поддержки регионального уровня, основанная на затратном методе, расчетах нормативных затрат в процессе производства и себестоимости продукции при определении и обосновании объемов государственной финансовой поддержки. Цель исследования - выявление основных характеристик государственного регулирования северного домашнего оленеводства (СДО) в Республике Саха (Якутия). Современная модель государственной поддержки СДО Якутии характеризуется применением принципа в организации производства – оленеводческой бригады, мерами стабилизации поголовья. Формирование модели осуществлялось с разбивкой на 4 этапа: первый – 2002-2006 гг., второй – 2007-2011 гг., третий – 2012-2016 гг., четвертый – 2017 г. по настоящее время. Каждый этап соответствовал периоду реализации определенной госпрограммы. В 2002-2009 гг. рост поголовья оленей Якутии происходил в основном по причине сокращения забоя оленей, а не из-за увеличения продуктивности маток. Стабилизационные меры господдержки применялись в течение 14 лет (2003-2016), они оказали эффект, но к 2010-2011 гг. Положение отрасли вновь ухудшилось. В связи со спецификой системы ведения СДО и поведенческой составляющей оленеводов методы государственной поддержки отрасли в Республике Саха должны соответствовать этапам развития отрасли и постоянно меняющимся внешним условиям. Субсидии на реализованное мясо могут привести к резкому сокращению поголовья оленей, поэтому вводить их следует постепенно.
