The effective use of the capabilities of the agro-industrial complex (AIC) will allow Russia not only to ensure a high level of food security, which is formed on the basis of the implementation of the import substitution process, but also to export quality products to the external market. The modern development of the AIC is possible on the basis of the implementation of its innovative potential, which will make it possible to form a stable product industry offer in the domestic market of Russia and will become a guarantor of an increase in the degree of socio-economic development of the Russian Federation. The branches of the AIC largely determine the economic state of the regions; therefore, measures to modernize the regional agro-industrial complex are needed to dynamically solve the existing industrial, economic and social problems. In modern realities, agriculture is becoming an increasingly high-tech and science-intensive industry. The introduction of innovations into the domestic AIC is a priority task, for the solution of which it is necessary to eliminate the existing problems. There is carried out an analysis of the most advanced and priority areas in the development of the AIC; The Russian experience of AIC modernization is studied, the priority problems faced by the domestic AIC are outlined, the main directions and ways of development of the domestic AIC of the economy are determined, priority directions of innovative development of the AIC in the Russian Federation are proposed. The main of the latter are: active introduction and wider use of information technologies; work on the creation and improvement of professionally and technologically highly qualified human resources; the formation of the AIC as a science-intensive industry, the introduction of theoretical and applied scientific developments in agriculture; improvement of measures of state regulation of the domestic AIC.

Эффективное использование возможностей АПК позволит России не только обеспечить высокий уровень продовольственной безопасности, который формируется на основе реализации процесса импортозамещения, но и экспортировать качественные продукты на внешний рынок. Современное развитие АПК страны возможно на основании реализации его инновационного потенциала, что позволит сформировать на внутреннем рынке России стабильное продуктовое отраслевое предложение и станет гарантом повышения степени социально-экономического развития РФ. Отрасли агропромышленного комплекса во многом определяют экономическое состояние регионов, поэтому для динамичного решения существующих производственных, экономических и социальных проблем необходимы меры по модернизации регионального АПК. В современных реалиях сельское хозяйство становится все более высокотехнологичной и наукоемкой отраслью. Внедрение инноваций в отечественный АПК является первоочередной задачей, для решения которой необходимо устранить существующие проблемы. Провели анализ наиболее передовых и приоритетных направлений в развитии АПК; исследован российский опыт модернизации АПК, обозначены первоочередные проблемы, с которыми сталкивается отечественный АПК, в том числе препятствующие внедрению инноваций, определены основные направления и пути развития отечественного агропромышленного сектора экономики, предложены приоритетные направления инновационного развития АПК в РФ. Основными из последних являются: активное внедрение и более широкое использование информационных технологий; работа по созданию и совершенствованию высококвалифицированного в профессиональном и технологическом отношении кадрового потенциала; формирование АПК как наукоемкой отрасли, внедрение теоретических и прикладных научных разработок в сельском хозяйстве; совершенствование мер государственного регулирования отечественного АПК.
