Spatial challanges of open drug scenes and participation in the creation of future solutions : a case study of downtown Oslo | Romlige utfordringer med åpne russcener og medvirkning i utformingen av fremtidige løsninger : en casestudie av Oslo sentrum

anglais. Open drug scenes have been a phenomenon in Oslo since the 1960s, and it has always been linked to the sale and use of illegal drugs in public spaces. The open drug scenes have moved from Slottsparken to today's open scenes in Storgata / Brugata, Vaterland, southern parts of Akerselva, Urtegata and other nearby places. The relocation of the open drug scenes has come as a result of the spatial challenges they have led to in the urban spaces where they have been. For a long time, the open drug scenes have been described as a marginalized environment, and there has historically been a strong focus on crime in the sale of illegal drugs. In recent times, there has been a change of direction from punishment to help, and experiences from other cities are helping to develop new ways of handling the challenges in Oslo. This study uses through its qualitative approach to method, interviews, and qualitative document analyses as data collection methods to obtain relevant and good information on the topic. The collected empirical evidence is seen in the light of the theory of power, communicative planning, advocacy planning, "wicked problems", and stakeholder mapping. The findings in this study show that the spatial challenges can be handled through good participation processes and knowledge-based direction choices. Decentralization, which is the adopted drug policy strategy in Oslo municipality, appears to be in line with experience from other cities and appears a good alternative to outdoor meeting place centrally located. At the same time, the findings of the study show that there is a need for more knowledge about the effects of decentralization and how this will be able to work, since Oslo city centre will probably continue to be the largest trading market for illegal drugs in the future. The findings of the study also show that there is broad agreement that help is the right direction instead of punishment, but that there is disagreement among the user organizations, professionals, businesses, and other citizen groups about how best to help, and where this help should take place. It is also discussed what dignity in the public space means, and whether this is about having your own outdoor living space, or about being tolerated in the city's public space on an equal footing with any citizen.

Åpne russcener har vært et fenomen i Oslo siden 1960-tallet, og det har alltid vært knyttet til omsetningen og bruken av illegale rusmidler i det offentlige rom. De åpne russcenene har flyttet seg fra Slottsparken til dagens åpne scener i Storgata/Brugata, Vaterland, søndre deler av Akerselva, Urtegata og andre nærliggende steder. Forflytningen av de åpne russcenene har kommet som et resultat av de utfordringene de har ført til i der de har vært. I lang tid har de åpne russcenene vært omtalt som et jaget miljø, og det har historisk sett vært stort fokus på kriminaliteten i omsetning av illegale rusmidler. I nyere tid pågår det en retningsendring fra straff til hjelp, og erfaringer fra andre byer bidrar til å utvikle nye måter å møte utfordringene på i Oslo. Denne studien tar gjennom sin kvalitative tilnærming til metode i bruk intervjuer og kvalitative dokumentanalyser som datainnhentingsmetoder for å innhente relevant og god informasjon om temaet. Den innsamlede empirien sees i lys av teori om makt, kommunikativ planlegging, talspersonplanlegging, «wicked problems», og interessentkartlegging. Funnene i denne studien viser at de romlige utfordringene kan håndteres gjennom gode medvirkningsprosesser og kunnskapsbaserte retningsvalg. Desentralisering, som er den ruspolitiske vedtatte strategien i Oslo kommune, fremstår å være i tråd med erfaringer fra andre byer, og som et godt alternativ til et utvidet sentrumstilbud med utendørs værested sentralt plassert. Samtidig viser funnene i studien at det er et behov for mer kunnskap rundt effektene av desentralisering og hvordan dette skal kunne fungere all den tid Oslo sentrum trolig vil være det største omsetningsmarkedet for illegale rusmidler. Funnene i studien viser også at det er bred enighet om at hjelp er den riktige retningen i stedet for straff, men at det er uenighet blant aktørerene brukerorganisasjoner, fagfolk, næringsliv og andre innbyggergrupper om hvordan man best kan hjelpe, og hvor denne hjelpen burde foregå. Det er også omdiskutert hva verdighet i det offentlige rom betyr, og om dette handler om å få sitt eget utendørs værested, eller om å bli tolerert i byens offentlige rom på lik linje med enhver borger.
