This requires a multisectoral perspective and clearly defined values.KEY MESSAGES- Rapid policy actions have to build on existing systems and therefore, the quality of established policy and delivery systems is an important determinant of success.- Three broad features of policy systems - adaptability, coherence and coordination, and efficacy - contribute to the success of public policies.- Policy system efficacy requires state capacity for administrative efficiency and appropriate enforcement, as well as citizen trust in government.- Rolling out and scaling up innovations during crises depends on an underlying business environment that enables decision-making and experimentation in partnership with the private sector.
