The purpose of the study is to develop some recommendations for the effective use of land resources in rural settlements, and to form an organizational and economic mechanism for involving unused agricultural land in circulation at the municipal level. The introduction of elements of the organizational and economic mechanism provides for the formation of a land management system, the structural components of which have been proposed in the study. A conceptual scheme for forming a model of transformation of unused agricultural land has been developed. By means of the criterion for optimizing the transformation model of unused land, the net income from the introduction of a land plot into land and economic turnover has been defined. Optimization of the developed model of transformation of unused land has been made on the example of Manychsky rural settlement of Zernogradsky district, the Rostov region. The criteria for evaluating the economic efficiency of the developed mechanism have been proposed: the integral socio-economic effect and the direct economic effect. The income from the commissioning of the unclaimed land in the cultivation of winter wheat is 318815 thousand rubles, the sale of land will provide a one-time replenishment of the budget amounting to 17516 thousand rubles, the land rent will bring the annual income of 3944 thousand rubles. The introduction of the elements of the organizational and economic mechanism for involving unused agricultural land in the turnover will form the investment attractiveness of rural areas.

Цель исследования - разработка рекомендаций для эффективного использования земельных ресурсов сельских поселений, формирование организационно-экономического механизма вовлечения в оборот неиспользуемых земель с.-х. назначения на уровне муниципальных образований. Внедрение элементов организационно-экономического механизма предусматривает формирование системы управления земельными ресурсами, структурные составляющие которой предложены в исследовании. Разработана концептуальная схема формирования модели трансформации неиспользуемых земель с.-х. назначения. Критерием оптимизации модели трансформации неиспользуемых земель определен чистый доход от введения земельного участка в земельно-хозяйственный оборот. Произведена оптимизация разработанной модели трансформации неиспользуемых земель на примере Манычского сельского поселения Зерноградского района Ростовской области. Предложены критерии оценки экономической эффективности разработанного механизма: интегральный социально-экономический эффект и прямой экономический эффект. Доход от ввода в действие невостребованных земельных участков при возделывании озимой пшеницы составит 3 188,15 тыс. руб., продажа земельных участков обеспечит единовременное пополнение бюджета на сумму 17 516,00 тыс. руб., при сдаче земель в аренду ежегодные поступления составят 3 944,00 тыс. руб. Внедрение элементов организационно-экономического механизма вовлечения в оборот неиспользуемых земель с.-х. назначения сформирует инвестиционную привлекательность сельских территорий.
