This study was conducted in three provinces (Albay, Camarines Sur and Sorsogon) in the Bicol region. Three hundred thirty extension workers from nine agencies were the respondents in this study. The objectives of this study were: 1) to know the attitudes of extension workers toward rural development; 2) to know the rural development programs and identify the level of participation of the respondents; 3) to know the management problems as perceived by the respondents; and to identify the training needs of the extension workers. Among the salients findings were: 1) promotion or social mobility was slow; 2) the extension workers were above the poverty level; 3) the respondents were satisfied of their job, supervisor, clientele, co-workers, and their organization; 4) the objectives of the RDP's were perceived to be achieving their goals to success; 5) loans to farmers were observed to be delayed; 6) training programs were considered of importance in improving their competencies; 7) few of the extension workers involved in planning; 8) recognition of job-well-done by the rank-and-file was given lower priority; 9) planning was more of the responsibility of the higher administrative officials; 10) the higher the income, the more they needed some kind of training
