The article is based on the assumption of natural environment being a value in itself and at the same time a natural development potential for future generations and the source of values and resources for meeting the needs of today. For the present the knowledge of processes forming and changing environment is highly inadequate. It is necessary to deal with these processes in a systemic manner i.e. in ecological categories.
