Project objectives were determined through a series of meeting involving department of agronomy technical staff, the director of the department of agriculture, and UNDP/UNOPS CARERE agriculture sector staff. Local conditions and farmer problems were analysed during these meeting, leading to the participative development of the objectives. The objectives are consistent with national policy, and as noted in section 2 of this report, are relevant to the existing needs of the target population
