The main objective of the study was to assist in the evaluation of the beneficiary Impact Assessment (BIAS) and Non-Supplementary Inputs Programme. The purpose of the 1995/96 Supplementary Inputs Programme (SIP) was to increase smallholder production of maize and sorghum, to improve food security at the household level, and to close the national food production deficit foreseen for 1996. The BIAS and the Non-SIP surveys were conducted to assess whether the purpose of the SIP was fulfilled. The BIAS and the Non-SIP surveys wee evaluated with the intention of giving the SIP Task Force and other interested organisations an independent view of the effectiveness of the free distribution of the inputs in 1995/96.
