Dilemma of construction and cadastral proceedings in the strategy of public administration of the Government of the Slovak Republic

The aim of this paper is to analyze the construction and cadastral proceedings carried out by current public administration institutions in the Slovak Republic. The construction proceedings are performed by subsystem of the self-government - municipalities, and the cadastral proceedings are managed by local state administration bodies – county offices. In the Slovak government Program Statement for years 2020-2024, a solution of building regulations is planned. At present, each municipality is a building authority, but municipalities join their building authorities for the purpose of more efficient construction proceedings. We performed a qualitative research at building bodies on a sample of municipalities in the Nitra region and we found out that investment activity in municipalities focuses mainly on the construction of individual housing estates and small buildings for the private business running or construction of agricultural warehouses. The construction of industrial parks predominates in the cities. At the same time, we came to the conclusion from the obtained data from the Slovak Statistical Office that many municipalities for the purpose of developing their territory, support the exemption of agricultural land from the land fund and its use for construction purposes. However, we state that municipalities within their competencies transferred from the state, size up their investments needs in their own territory.
