Apoyo a la secretaria de planeación y desarrollo territorial en el proceso de seguimiento del plan de ordenamiento territorial del municipio de Tenjo - Cundinamarca | Support for the secretary of planning and development territorial in the process of monitoring the plan territorial planning of the municipality of Tenjo, Cundinamarca

La Ley 388 de 1997 define que los municipios deben implementar un sistema de seguimiento y evaluación a la ejecución de los planes de ordenamiento, el cual, se debe poner en marcha desde el momento en que la administración municipal adopta el POT (Giraldo, 2010). Sin embargo, la gran mayoría de los municipios y distritos no lo han hecho (Camelo et al., 2015). En el caso particular del municipio de Tenjo, la última revisión del Plan de ordenamiento se realizó en el año 2014 y aun no se ha adelantado el proceso de seguimiento de este. De manera que, el municipio actualmente no reconoce si faltan contenidos o si estos no están contribuyendo con la visión y las necesidades del municipio, y tampoco conoce la efectividad o el fracaso de los objetivos y estrategias propuestos para el ordenamiento de su territorio. Además, cabe señalar que la actual administración plantea en el plan plurianual de inversiones del Plan de Desarrollo Territorial 2020 – 2023 “Tenjo es de todos” implementar el instrumento denominado Expediente Municipal. Lo anterior, permite evidenciar que el municipio de Tenjo requiere comenzar el proceso de seguimiento al Plan de Ordenamiento Territorial, el cual está relacionado directamente con el montaje del expediente municipal. Así, se pretende apoyar este proceso, teniendo como base la guía metodológica conformación y puesta en marcha del expediente municipal elaborada por el Ministerio de Vivienda y Desarrollo Territorial. Para ello, se inició con la identificación de la información disponible asociada al plan, posteriormente, se diligencio la matriz “mapa conceptual del POT” determinando si se desarrollan todos los contenidos que señala la Ley 388 de 1997 y el Decreto 1077 de 2015, brindando así, las bases para realizar un análisis de suficiencia sobre su contenido, los componentes, y su información técnica, para luego describir los aspectos significativos del Plan de Ordenamiento Territorial y de la metodología empleada y finalmente se elaboraron las conclusiones que representan un sustento para las decisiones correctivas que debe tomar la administración municipal y que son importantes en la revisión del POT.

In this way, the municipality currently does not recognize if there is a lack of content or if these are not contributing to the vision and needs of the municipality, nor does it know the effectiveness or failure of the objectives and strategies proposed for the ordering of its territory. In addition, it should be noted that the current administration proposes in the multi-year investment plan of the Territorial Development Plan 2020 - 2023 "Tenjo belongs to everyone" to implement the instrument called Municipal File. The foregoing makes it possible to show that the municipality of Tenjo needs to begin the process of monitoring the Land Use Plan, which is directly related to the assembly of the municipal file. Thus, I do intend to support this process, based on the methodological guide for the formation and implementation of the municipal file prepared by the Ministry of Housing and Territorial Development. For this, it began with the identification of the available information associated with the plan, later, the matrix "conceptual map of the POT" was filled out, determining if all the contents indicated by Law 388 of 1997 and Decree 1077 of 2015 were developed, providing thus, the bases to carry out an analysis of sufficiency on its content, components and technical information, to then describe the significant aspects of the Land Use Plan and the methodology used and finally the conclusions that represent a support for the decisions corrective measures that the municipal administration must take and that are important in the review of the POT.
