Desde la antigüedad, el hombre ha tenido problemas con el adecuado manejo de todos los residuos, en especial en estos días en que constituye uno de los más grandes retos que impone el desmesurado crecimiento económico. Dentro de este contexto, el problema es mayor cuando se trata de los residuos denominados peligrosos, que afectan de una manera especial la salud humana y animal, el ambiente y su inadecuado manejo acarrea grandes problemas de salud pública. Los riesgos mencionados anteriormente involucran al personal que los genera como al personal que debe manipularlos al interior como al exterior de la entidad; por lo tanto se debe implementar un plan que cuente con suficiente formación y entrenamiento para el adecuado manejo, tratamiento y disposición de los residuos. El creciente aumento en la generación de residuos como consecuencia de nuestro actual sistema de consumo hace que para la gestión de los mismos se deba tener un buen conocimiento no solo de las características de estos, sino de las tendencias actuales y futuras en su generación, de las mejores tecnologías disponibles para su tratamiento y de los costos asociados a cada una de las fases de gestión. 1 La Dirección General del Club Militar consiente de la responsabilidad con el ambiente y en cumplimiento de las disposiciones legales y reglamentarias ha decidido liderar la realización de este documento técnico, en primer lugar como acción concreta para manejar la gestión integral de residuos a través de un instrumento guía para cada uno de los servicios que ofrece la organización y en segundo lugar, como mecanismo de respuesta a los factores de riesgo que estos pueden generar tanto a los trabajadores, los huéspedes y visitantes como para la comunidad en general. Es importante anotar que el desarrollo de un programa de esta naturaleza, requiere, como aspecto fundamental, la vinculación y compromiso de todo el personal de la Entidad, así como un programa de formación a los trabajadores y al público en general, con el fin de dar cumplimiento a las metas de gestión trazadas en éste documento, buscando una gestión ecoeficiente y la sostenibilidad ambiental de la Entidad.

Since ancient times, man has had problems with the proper management of all waste, especially in these days in which it is one of the greatest challenges imposed by excessive economic growth. In this context, the problem is greater when it comes to so-called hazardous waste, which affects human and animal health in a special way, the environment and its inadequate management entails major public health problems. The aforementioned risks involve the personnel who generate them as well as the personnel who must manipulate them both inside and outside the entity; therefore a plan must be implemented that has sufficient training and training for the proper management, treatment and disposal of waste. The growing increase in waste generation as a result of our current consumption system means that for the management of these must be a good knowledge not only of the characteristics of these, but of current and future trends in their generation, the best technologies available for its treatment and the costs associated with each of the management phases. 1 The General Direction of the Military Club consents to the responsibility with the environment and in compliance with the legal and regulatory provisions has decided to lead the realization of this technical document, first as a concrete action to manage the integral waste management through an instrument guide for each of the services offered by the organization and secondly, as a mechanism to respond to the risk factors that these can generate both workers, guests and visitors as well as the community at large. It is important to note that the development of a program of this nature requires, as a fundamental aspect, the linkage and commitment of all the staff of the Entity, as well as a training program for workers and the public in general, in order to to fulfill the management goals outlined in this document, seeking an eco-efficient management and environmental sustainability of the Entity.
