Apoyo al proceso de ajuste, articulación y centralización del programa de seguimiento y evaluación de los planes de ordenación y manejo de cuencas hidrográficas | Support to the process of adjustment, articulation and centralization of the program of monitoring and evaluation of the plans of management and management of watersheds

Trabajo realizado como pasantía en la Corporación Autónoma Regional de Cundinamarca - CAR en la Dirección de Gestión del Ordenamiento Ambiental y Territorial - DGOAT, partiendo de la identificación de las falencias presentes en el proceso de seguimiento y control de los Planes de Ordenación y Manejo de Cuencas Hidrográficas (POMCAS) bajo su jurisdicción, se optó por realizar la formulación del Plan de Seguimiento y Evaluación de los POMCAS, estableciendo los parámetros de reporte, revisión, evaluación y ajuste de la información, así como de su difusión, propendiendo por mejorar el funcionamiento de la Corporación y la ejecución de los Planes pues los mismos son de vital importancia tanto para el territorio como para sus Pobladores, producto de este se estableció el ya mencionado Plan, el formato de evaluación del mismo o Formato Plan de Mejora y el procedimiento de implementación en su primera versión, anexo a esto se realizaron actividades correspondientes a la Dirección (DGOAT) tales como la modificación y ajuste de la plataforma piloto "POMCA" para el seguimiento de los POMCAS, el establecimiento de la base de datos para el seguimiento y cargue a la plataforma y la revisión y ajuste del componente programático perteneciente a los Planes de Ordenación y Manejo de Cuencas Hidrográficas del Río Bogotá y el Río Alto Suárez.

Work done as an internship at the Autonomous Regional Corporation of Cundinamarca - CAR in the Directorate of Management of Environmental and Territorial Planning - DGOAT, starting from the identification of the shortcomings present in the process of monitoring and control of the Plans of Ordenation and Management of Watersheds Hydrographic (POMCAS) under its jurisdiction, opted to carry out the formulation of the Plan for Monitoring and Evaluation of the POMCAS, establishing the parameters for reporting, review, evaluation and adjustment of information, as well as its diffusion, aiming to improve the functioning of the Corporation and the execution of the Plans because they are of vital importance for both the territory and its inhabitants, as a result of this the aforementioned Plan was established, the evaluation format of the same or the Improvement Plan Format and the implementation procedure in its first version, In addition to this, activities corresponding to the Directorate (DGOAT) were carried out. Modification and adjustment of the pilot platform "POMCA" for the follow-up of the POMCAS, the establishment of the database for monitoring and loading the platform and the review and adjustment of the program component belonging to the Ordenation and Management Plans of Hydrographic Basins of the Bogotá River and the Alto Suárez River.
