Совершенствование методологических подходов к обобщению и использованию данных кадастровой оценки земель с учетом зарубежного опыта | Improvement of methodological approaches to generalization and use of cadastral land assessment data taking into account foreign experience

The foreign experience in the organization of management systems is analyzed, the principles of the use of land resources applicable to the conditions of the Republic of Belarus are considered. The main requirements for cadastral data in the land information systems of the EU countries are summarized. The results and conclusions formulated in the article are based on the generalization of a large number of normative and reference documents and methodological recommendations, as well as on the application of methods of logical conclusions, systemic and comparative analysis. In general, the results of the study make it possible to formulate a methodological approach to the application of cadastral valuation data as a backbone element of the organizational and economic mechanism for the efficient use of cultivated land. It lies in the fact that the practical implementation of any element of this tool should be based on the information of the cadastral valuation of land (stored, processed and distributed through the land information system), as an information resource. / Проанализирован зарубежный опыт по организации систем управления, рассмотрены принципы использования земельных ресурсов, применимые для условий Республики Беларусь. Обобщены основные требования, предъявляемые к кадастровым данным в земельно-информационных системах стран Евросоюза. Результаты и выводы, сформулированные в статье, основываются на обобщении большого количества нормативно-справочных документов и методических рекомендаций, а также на применении методов логических заключений, системного и сравнительного анализа. В целом результаты исследования дают возможность сформулировать методологический подход к применению данных кадастровой оценки в качестве системообразующего элемента организационно­экономического механизма эффективного использования обрабатываемых земель. Он заключается в том, что практическая реализация любого элемента указанного инструмента должна опираться на сведения кадастровой оценки земель (хранящиеся, обрабатываемые и распространяемые посредством земельно­информационной системы), как на информационный ресурс.
