Differentiation of farmers and rural individual entrepreneurs: a regional aspect (in the Yaroslavl region) | Дифференциация фермеров и сельских индивидуальных предпринимателей: региональный аспект (на примере Ярославской области)

On the example of the Yaroslavl region, the regional aspect of peasant farm enterprises (PFE) and individual entrepreneurs (IE) functioning was studied, the contribution of size differentiated PFE and IE to the production output and supply of agricultural products to the agricultural markets of the region was determined. There were used the statistical data from the All-Russian agricultural censuses of 2006 and 2016. According to the availability of total and sown land areas, as well as the head count of cattle, all PFE and IE were divided into 5 groups: landless and keeping no cattle; small ones - total and sown areas of 1-20 and 1-10 ha, cattle population 1-2 heads; medium ones - 21-200 and 10.1-100.0 ha, 3-20 heads; large ones - 201-3000 and 100.1-1500.0 ha, 21-100 heads; largest – above 3001 and above 1501 ha, above 101 heads. It is shown that from 2006 to 2016 the share of large and largest households of the total area increased from 0.6 and 0.0 to 1.6 and 0.1%, and the share of land owned by them - from 11.6 and 0.0 to 30.6 and 10.3%, respectively. The same trend is noted in the classification of PFE and IE in terms of acreage: the share of large PFE and IE and the share of the acreage occupied by them increased from 3.0 and 40.9 to 10.4 and 71.7%, respectively. The share of large and largest cattle farms increased from 7.2 and 1.3 to 13.1 and 4.1%, and the share of cattle belonging to these PFE and IE varied from 38.6 and 33.4 to 35.5 and 53.6%, respectively. The largest areas in the studied years were given to PFE and IE for fodder crops (67.1-75.6%) and potatoes (11.7-10.4%). The share of PFE and IE in the gross production of grain, industrial crops, vegetables and potatoes increased from 1.7; 0.9; 4.6; 5.0 and 1.3 to 2.6; 1.2; 12.6; 9.1 and 3.8%, respectively. Conclusions are that the trend of PFE and IE consolidation has been revealed, comprising prerequisites for the formation of a group of "largest" households; the contribution of PFE and IE to the gross agricultural product of the region is growing.

На примере Ярославской области изучен региональный аспект функционирования крестьянских фермерских хозяйств (КФХ) и индивидуальных предпринимателей (ИП), определен вклад дифференцированных по размерам КФХ и ИП в объемы производства и поставок с.-х. продукции на аграрные рынки области. Использовали статистические данные всероссийских с.-х. переписей 2006 г. и 2016 г. По наличию общей и посевной земельных площадей, а также по численности крупного рогатого скота (КРС) все КФХ и ИП были разделены на 5 гр.: безземельные и не содержащие КРС; мелкие - общая и посевная площади 1-20 и 1-10 га, поголовье КРС 1-2 гол.; средние - 21-200 и 10,1-100,0 га, 3-20 гол.; крупные - 201-3000 и 100,1-1500,0 га, 21-100 гол.; крупнейшие – более 3001 и более 1501 га, более 101 гол. Показано, что с 2006 г. по 2016 г. доля крупных и крупнейших хозяйств по общей площади возросла с 0,6 и 0,0 до 1,6 и 0,1%, а доля принадлежащей им земли - с 11,6 и 0,0 до 30,6 и 10,3% соответственно. Та же тенденция отмечена и при классификации КФХ и ИП по посевным площадям: доля крупных КФХ и ИП и доля занимаемой ими посевной площади увеличилась с 3,0 и 40,9 до 10,4 и 71,7% соответственно. Доля крупных и крупнейших хозяйств по поголовью КРС возросла с 7,2 и 1,3 до 13,1 и 4,1%, а доля поголовья КРС, принадлежащего этим КФХ и ИП, изменилась с 38,6 и 33,4 до 35,5 и 53,6% соответственно. Наибольшие площади в исследуемые годы КФХ и ИП отводили под кормовые культуры (67,1-75,6%) и картофель (11,7-10,4%). Доля КФХ и ИП в валовом производстве зерна, технических культур, овощей и картофеля возросла с 1,7; 0,9; 4,6; 5,0 и 1,3 до 2,6; 1,2; 12,6; 9,1 и 3,8% соответственно. Выводы: выявлен тренд укрупнения КФХ и ИП , включающий предпосылки к становлению группы "крупнейших" хозяйств; растет вклад КФХ и ИП в валовой с.-х. продукт области.
