Abstract: Key legislative proposals for enacting a national health policy, controlling hospital costs, and providing health services where they are needed most are described for journalists, scholars, and the public. Existing and proposed federal health programs and related issues discussed in detail include: background information on Medicare/Medicaid programs; development of health maintenance organizations (HMOs); conflict over mental health programs and community mental health centers; proposed child and maternal health and nutrition program changes; continuance of emergency medical services; veteran health program revisions; and establishing and operating state health planning agencies. Measures for disease prevention and workplace safety, proposed drug law and food labeling changes, and food law revisions also are discussed. Major legislation in health care for 1973-79 is summarized. (wz).
