Extract: This paper deals with the issue of land conversion from agricultural to urban uses. The discussion focuses upon the severable development rights concept and its potential for application in the Mesilla Valley to slow land conversion and enhance the long term viability of commercial agriculture. The severable development rights concept is presented as an economically attractive, responsible management alternative to such measures as restrictive zoning and public purchase of development rights.
