Extract: The purpose of this paper is to provide a general formulation in which the role of zoning and taxes can be examined. The results obtained from the formulation clearly demonstrate that the double tax schemes that have been offered in the literature cannot achieve the optimal allocation of all resources in a spatial economy. In some instances, such tax schemes may achieve the optimal allocation of land. The results also contradict the earlier work of Henderson as well as Hochman and Ofek.
