Abstract: Tools and analytical frameworks are presented for food policy makers and graduate students for carrying out the sectoral analyses that represent the foundation of a consistent domestic food policy. The text attempts to show that food problems are immersed in the broader problems of economic development, and that solving food problems is a complex task involving a long-run vision of how food systems evolve under alternative policy environments. Following an introduction to food policy analysis relative to the global food problem and the human problem of hunger, the text address various aspects involved in: the analysis of food consumption, nutrition, and food production systems; marketing, markets, and food price formulation; macro-economic policies relative to the food system (concerning economy and policy, prices and the food sector, and rural-urban interfaces); and the establishment and management of an effective macro food policy.
