Extract: A number of cities that have high waste treatment costs have had successful experience charging industrial users of their sewerage systems according to the strength of the wastes as well as the volume of water treated. This provides an incentive to reduce the pounds of waste discharged. Many other cities are considering industrial waste surcharges or billing systems which will charge firms for biochemical oxygen demand (BOD) and suspended solids (SS) that exceed domestic levels. This study is aimed at determining how firms' demands for water and waste treatment respond to different levels of these charges.
