This article outlines the deficiencies in past agrarian policy in the USSR and describes the forces ranged against radical reform. Hesitant steps are now being taken in the right direction, but the government of the Union is still lagging behind the republics. Even the Russian Federation, which has accepted in principle the right of individuals to obtain land, has so far failed to back its declarations with the necessary resources. The author argues that the priority of the interests of the producer must be the basis of agrarian policy.
