WIC and the Uphams Corner Health Center

Program implementation, problem identification, and decision making on the local level of a federal feeding program are the focus of a case study of a WIC program at a community center in inner city Boston. The health center director, in preparing a report for the Health Board of Uphams Corner, reviews the inception and growth of the program, its present status, its problem areas, and gradual improvement of the delivery of services. The director specifically evaluated the administrative procedures, outreach, the possibilities of implementing nutrition education, the suitability of the food package, techniques for medical evaluation, and assessment of the nutritional impact of the program. The difficulties of communicating between the local and federal levels are revealed.
