Extract: This paper addresses the extent to which the policy environment itself may be a source of uncertainty or instability for U.S. agriculture. It closes by briefly drawing some implications for public policies and institutions. The policy environment discussed here includes macroeconomic policy, trade policy, and domestic agricultural policy.
